WHAT IS THE NONPROFIT SECURITY GRANT PROGRAM

The FEMA Nonprofit Security Grant Program, administered in Michigan by the Michigan State Police Emergency Management and Homeland Security Division, provides funding for physical security enhancements at 501(c)(3) organizations facing risk of terrorist or extremist attack. Nonprofits located in the FEMA-designated Urban Area Security Initiative region, which includes Macomb, Oakland, Wayne, Washtenaw, Monroe, and St. Clair Counties, apply for funding through the NSGP-UA track. The program reimburses up to $200,000 per site, with a $600,000 maximum per organization across multiple sites. First-time applicants receive 15 bonus points on their application score.

ELIGIBLE SECURITY IMPROVEMENTS

NSGP funds cover physical security installations and planning, including:

  • Crash-rated bollards and vehicle barriers

  • Perimeter fencing, security gates, and access control

  • Security cameras and CCTV systems

  • Exterior and interior security lighting

  • Intrusion detection and alarm systems

  • Security planning and training

  • Contract security personnel

HOW IT WORKS

Apply Through Michigan State Police

We self-perform wheel stops, speed bumps, bollard covers, dumpster enclosure repair, and ADA items. Steel and concrete bollard installation goes through licensed and insured partners. Either way, you deal with us — one point of contact, one invoice.

Get Approved and Do the Work

Once approved, your organization completes the security project within the performance period using qualified contractors. You pay for the work up front and keep documentation.

Receive Reimbursement

Submit completed work documentation. FEMA reimburses the approved amount. The grant is a reimbursement program, not an advance, so your organization funds the work first and receives reimbursement after completion.
